Minutes of the OFCA Board Meeting, March 12, 2007

at the Gregg's house, from 7:00 pm - 8:25 pm

Present: Liz Cingel, Edgar Schick, Kelly Cornacchia, Frank Cingel, Steve Wood, Linda Haller, Amy Greif, Jay Neale, Marie Tuccille, Jerry Tuccille, Kevin Gregg, Dick Bloomquist

·                  Since no corrections or additions were heard the minutes of the Feb. 12, 2007 board of directors meeting stood approved.

·                  Michael and Solange Williams submitted plans to build a shed on their property but were not present at the meeting to answer questions.  The Board deferred a decision until the Williams' could be present to answer questions.

Treasurer's Report (Kevin Gregg):

· Kevin distributed the year end Profit and Loss accounting for 2006. 

· Edgar Schick recommended that the Board locate someone willing to review our 2006 financials. 

· Kevin will invoice the Karp Court residents for their pro-rated (10 months) 2007 dues and the buy-in costs. 

Capital Projects:

· The bank would like a copy of our financials and would also like to be kept abreast of our progress with the permitting process.

· Work on the waterfront ramp is currently on hold pending final permit approvals.

· The construction project team met with Art's Concrete to discuss the project.  It is their opinion that this project should wait until the Fall to begin so that there's no risk of disruption to the pool season.

Director Reports:

Pool (Steve Wood):

· The 2007 pool packets will be distributed on April 1st.

Waterfront (Frank Cingel):

· Bob Burns has met with a contractor who is working on a quote to bring electricity to the waterfront.

· The Waterfront Committee will be posting the new rates and waiting list in the Oakleaf.  They are also requiring that all boats, canoes, and kayaks be removed from the area so that the racks can be repaired and forgotten boats can be assessed.

· Bob is working with Kevin Gregg on how to handle billing and distribution of keys with the properties adjacent to the waterfront.

Grounds (Liz Cingel):

·Wendy and Greg Myers have volunteered to paint the fence at the McKinsey entrance to the community.  Jim Fowler will paint the ironwork at the other entrance.

· Liz still needs volunteers to form a grounds committee. 

· David Langlois and Morgan Hilton removed some trees and broken branches from behind the pool for $250.

Safety, Police, and Fire (Jerry Tuccille):

· Residents with incidents of crime, vandalism, or other suspicious activity (of a non-emergency nature) to report should contact Officer Shane Poteet at 410-222-6145.  Jerry can be reached at his Oakleigh Forest email address policerelations@oakleighforest.org.

Garden Club (Marie Tuccille):

· The Garden Club is near to having a finished sign for the pool.

Streets and Lights (Dick Bloomquist):

· The county will provide dumpsters at the pool for the community's use July 21st through the 23rd.  Dick will check that this doesn't conflict with a swim meet.

Website (Frank Cingel):

· Frank will take down some of the old swim team photos from the website.

Newcomers (Linda Haller):

· Linda will be scheduling contact with the new Karp Court residents after next week.

New Business:

· Kelly Cornacchia has volunteered to create the 2007 Oakleigh Forest directory.  She will contact Kate Whitman for access to the database.

·Old Business:

· Linda continues to be in contact with the Department of Agriculture about the gypsy moth problem in Oakleigh Forest.  We are on the department's planned list of areas to spray but that is pending funding.  Edgar Schick moved that the Board recommends that the community contracts for the job privately if the state doesn't do it.  Residents would be asked to contribute approximately $25 per household to cover the cost and those wishing to opt out of the spraying would need to inform the President in writing.  The motion was seconded and approved unopposed.

· Two homeowners have complained that the easternmost speedbump on McKinsey Rd. is causing vibration damage to their homes.  The county has advised them to contact the County Office of Risk Management.

· Kelly is in the process of rescheduling the General Meeting that was canceled due to school closures.  The new date and time will hopefully be printed in the Oakleaf.

The next meeting will be on Monday, April 9, 2007 at 7:00 at the home of Steve and Kelly Cornacchia.

The meeting was adjourned at 8:25 PM.
