Minutes of the OFCA General Meeting, 28 October 2009

President Eddie Hubbard called the meeting to order at 7:00PM and welcomed the 17 attendees. The minutes of the 25 March Spring General Meeting were read and approved as written.
Treasurer's Report: Kathy Krzystan
- Kathy passed out the proposed OFCA Budget for 2010
Income: 2010 (with $15,523.97 carryover)

- Pool Capital improvement projects are complete. The $24K annual loan payment remains. The loan is based on 145 OFCA members. In 2009, we had 146 dues-paying members.
- Total cost for the pool capital improvement project were:
Phase One: Pool Deck & Fencing $121,500
Phase Two: Bathhouse & Parking Lot $109,000
Bonus Scout Project: Playground Area $700
Total of $231,200 funded through OFCA savings of $106,200 and bank loan of $125,000. Loan balance of $102,000 payable @ quarterly payments of $6,100.
- With the loan, money will be tight the next few years. Time to begin our planning and saving cycle again. The extra 5-year application fees due from Karp Court members ends in 2010.
- Social events generally break even - as they should. The pig roast, usually a money maker, with the inclement weather this year broke even. Jamie Bragg reported the pig pit is cracking on the sides making the grate unsafe. Eddie will inspect.
- Discussion ensued on whether the Waterfront should have its own books. Currently the books are handled by the Treasurer and the monies flow between OFCA and Waterfront as needed. The Waterfront will discuss further.
- A new Treasurer is needed for 2010. This is a critical OFCA job, given the need to keep tabs on the loan payments. Perhaps, the job warrants an assistant.
Director's Reports
Social: Linda Cronin, Kelly Cornacchia
- The pig roast is held rain or shine. This year it was rain. Fortunately we had the tarps. One family did attend without paying. Maybe some sort of ID like a wrist band might be useful next year.
- There's still no Santa. Jamie Bragg volunteered and Kathy Kryzstan volunteered her husband. Kelly will get the Santa suit and talk to the candidates.
- Sue Wright will be arranging the Halloween Party at the pool on Saturday, the 31st.
Grounds: Liz Cingel
- Thanks to Eddie for power washing the pillars at the Arundel Beach Road entrance.
- The Vista Landscaping contract has been signed for 2010 at the same price. They will do community leaf collection this year.
- Thanks to the mulch spreaders, especially Kathy, Kelly, Linda, Sheryl and Peggy.
- The Grounds Committee is looking for community members to "Adopt a Bed". Call Liz for details.
- A final work party is scheduled for 29 October.
Pool: Erik Anderson
- Pool operating budget: Jan - Oct 2009
Income: $ 42,077.00 (Dues: 78 residents, 25 non-residents)
Expenses: $ 39,104.51
Balance: $ 2,972.49
2010 - Expected income: $ 44,600. Expenses: $ 39, 700.
- Eric stressed the urgent need to bolster both capital improvement reserve and season front-load fund given the large delta between funds received and outlay needed at the start of each operating year.
- The DRD pool contract is expected to increase 6% in 2010, though there will be some reduction in extras. Also, the pool phone now has a cheaper "winter" rate.
- Now that the Pool Capital Project is complete, the pump is OK but the filtration system needs to be improved. There is a need to generate funds for future pool capitalization improvements.
- Membership dues will increase about 6% next year. The Pool Committee will recommend a 2010 dues package to the OFCA for approval in the spring. They will also address the question of whether to continue Guest Pool Passes.
- The 2009 pool packages for grandparents and single adult swimmers were successful & will most likely continue in 2010.
- The last pool dumpster will be Monday, 2 November.
Police and Security Affairs: Eddie Hubbard reporting
- The AAC Police have warned of automobile break-ins in the area. Residents have been notified by phone.
Street and Lights: Eddie Hubbard reporting
- Light on Whittier at the pool entrance has been fixed.
Community Services: Eddie Hubbard reporting
- Wally and his crew continue to deliver The Oakleaf to OFCA members every month. If you're getting it by email and no longer need a hard copy, please save paper and call Wally.
Garden Club: Sheryl Bond
- The Garden Club will hold its holiday decorating workshop on 4 Dec at 9:30AM. They will be making wreaths and putting together the luminary kits. A luncheon will follow at noon at the home of Dottie Brooks.
- Oakleigh Forest families are encouraged to "Adopt a Pole" to decorate for the holiday season.
Waterfront: Eddie Hubbard reporting
- The Waterfront Committee is budgeting $11,500 to provide electricity to the waterfront area. Currently they're using an Arundel Plaza neighbor.
- The pool parking lot will be open for boat parking from 1 Nov to 1 May. Boaters - please park by the fence to allow for pick-up basketball games.
- There are currently 3 slips available for the 2010 season. Names will be taken from the waiting list. Frank Cingel will update the list on line.
Other Reports
Greater Severna Park Council: No report
- The GSPC minutes are posted on the website.
Swim Team: Eddie Hubbard reporting.
- In order to provide for better coordination between the swim team and the pool, it was suggested that the Pool Committee include a Swim Team member next season.
- Eddie will ask Linda Goodman about putting a swim team sign on the bathhouse.
Newcomer Greeter: Linda Haller
- Six new families' bios were listed in the October Oakleaf
Website: Frank Cingel
- There are currently 104 households registered with Frank for email, with 130 different email addresses. Don't forget to call Wally Campbell if you want to opt out of the Oakleaf hard copy in favor of the email version only. This action saves Wally's delivery team time, saves money on paper and saves a tree or six.
Playground: Eddie Hubbard reporting
- The mulch pile at the playground was spread by community children as part of the Halloween and pig roast activities. Thank you!
New Business/Open Forum:
Nominations for Secretary and Treasury for the OFCA 2010 Board
- No candidates have been found for either position. Wally Campbell will be asked to form a nominating committee and report to the Board as soon as possible.
Sympathy and Get Well Cards:
- If you hear that someone has passed away or is seriously ill, please alert Sheryl Bond & Bunny Wilson who will send cards from the Garden Club and Civic Association, respectively.
