Minutes of the OFCA Board Meeting, 8 March 2010
Cingel Residence
7:05PM - 7:47PM
Present: Larry Reagan, Barb Montgomery, Frank and Liz Cingel, Mary Gaylord, Greg Myers, Steve Patrick, Wally Campbell, Kelly Cornacchia, and Linda Haller
First Matter of Business:
- () presented a proposal for Board approval regarding construction of a fence in the rear of her property. The new fence would extend from the back of her house on both sides, along the property lines bordering the () and () houses, and would join the existing 6' high fence bordering the rear of her property.The new side fencing would consist of 4' high natural wood picket. The fence would remain a natural wood color. She has spoken with the neighbors on either side, and all are in agreement regarding the fence placement.
- Discussion determined that the ()'s plans did not conflict with the community's covenants, and the Board approved this proposal.
Second Matter of Business:
- The Board welcomed Barb Montgomery as the new Secretary of OFCA. It was suggested that she obtain the directors' e-mail addresses in order to circulate the minutes for review and comment.

- Minutes of the January 11, 2010 meeting were approved.
General Items: Larry Reagan
- Community Documents/ Archives: Eddie Hubbard has found several metal file cabinets at Salvation Army for about $75.00. He also priced padlocks at around $50.00 . It was proposed that the OFCA paperwork be moved from its existing assortment of boxes into the file cabinets, which can then be housed securely at the pool. This task could be undertaken during the Spring work parties at the pool.
- Smith family house fire / Community support: On the day following the fire, Eddie Hubbard issued a check from OFCA to Mike Smith for $1,000.00.This amount has been fully restored to the OFCA account from donations made by the community. Approximately $3,000.00 cash, numerous gift cards and meals were contributed. Wally Campbell reported that the Smiths are renting 37 Emerson Rd. Restoration of their home on Sherburn may take as long as a year.
- Oakleaf: Larry reminded the directors to use the newsletter to post updates on their activities. Joan stated that she always replies to e-mail; if one doesn't hear back from her, she did not receive one's message. She suggested calling her to alert her to any incoming article for the Oakleaf. Frank and Joan will look into the possibility of having the Oakleaf posted on-line from a PDF or Microsoft Word document. Currently, a hard copy newsletter is scanned for on-line distribution. Discussion followed concerning the need to reduce the number of paper copies distributed. Of 158 homes, 130 receive paper copies.
- Mosquito Spraying: Karp Ct. will be included in the spraying conducted in Oakleigh Forest this year. It was omitted from last years' spraying, for reasons unknown.
- Maryland Tax Assessments-Personal Property: Larry will look into filing the community's Personal Property form with the State.
- Dues Update: Larry reported that as of 03/05/10, there are 69 OFCA households in good standing with all dues paid since 2005. Three homes have paid no dues since 2005.
Director's Reports
Social Kelly Cornacchia
- The visits from Santa were well-received.
- The first social event of the new year is the Easter Egg hunt, planned for 03/27/10.
- Kelly feels that the Pig Roast would benefit from better organization, in the form of a committee to run the event. She promises a "compelling article" for the Oakleaf to recruit committee members.
Street and Lights: Mary Gaylord
- County dumpsters will be set up in O.F. from 12:00 Noon 06/25/10 until 2:30PM on 06/26/10. The Board asked that she request the county not to place them on the pool parking lot, to avoid damage to the newly paved surface. It was suggested that the dumpsters be placed on the street in front of the pool, with a caution from Liz that they not infringe on the grassy area where the sprinkler heads are located.
Waterfront: Steve Patrick
- Damage to the electrical outlets on the dock due to high water has been repaired at a cost of $250.00
- Three boat slips will turn over to persons on the waiting list. Steve expressed hope that the slips will be occupied by suitably sized craft as specified in the slipholder's agreement.
- He will remind owners that boats need to be off the pool lot by 04/01/10.
Resident Greeter: Linda Haller
- No news to report at this time.
Police and Security Affairs: Larry Reagan
- A theft from an unlocked vehicle on the street was reported.
Grounds: Liz Cingel
- Suzi Wood will touch up the O.F. signs at the entrances.
- No word from the County on whether it will repair the damage to the curb at the main entrance median or the curb in Emerson Ct.
- Liz expressed concern as to whether sprinklers had been damaged by the snow equipment as it ran up onto the lawn at the pool and in the center strip.She won't know the extent of any damage until the sprinklers are turned on in the Spring.
- The Leyland Cypress at the pool suffered heavy snow damage. Some will need to be cut down. Greg Myers suggested doing what is necessary during the Spring work parties at the pool. He also volunteered to help Liz and Frank prune the Burning Bushes bordering the pool driveway as soon as weather permits.
Garden Club:
Pool: Greg Myers
- The Pool Board has met once and will continue to meet every two weeks until the pool's opening. All six members will be serving 2 year terms. They are: Greg Myers, (), the () (Karp Ct) , the Wrights (Karp Ct.), (), and ().
- DRD Pool Mgt will be servicing the pool. They have proposed an additional $2000.00 in expenses.
- The committee is discussing ideas for more social events at the pool, such as an adult Hawaiian night ,movie nights.
- The dates for the Pool Cleanup will appear in the Oakleaf.
Larry stated that the OFCA General Meeting will be held 03/22/10 from 7:00-9:00PM at Folger McKinsey ES in the media center.
The next Board Meeting will be 04/12/10 at 7:00PM at the Reagan residence.
