Minutes of the OFCA Board Meeting, 12 April 2010
Reagan Residence

Present: Eddie Hubbard, Larry Reagan, Barb Montgomery, Frank and Liz Cingel, Jeff Furniss, Sheryl Bond, Mary Gaylord, Steve Patrick, Wally Campbell, Linda Haller, and Dan Higgins
First Matter of Business:
- Eddie welcomed everyone to the meeting. In updating his efforts to find suitable storage for the OFCA archives, he reported that he was unable to purchase the file cabinets from the Salvation Army store since its Severna Park location closed without notice. Following suggestions from a few Board members, he agreed to check the location on Mountain Rd. as well as the Goodwill Store on Rt. 2 near Jumpers Hole Rd.
Secretary's Report: Barb Montgomery
- No changes to the minutes of the March 8, 2010 meeting.
Treasurer's Report: Jeff Furniss and Eddie Hubbard
- Eddie reported that 112 households have paid dues. He further reported that
$4,414.00 in back dues have been paid. There is still approximately $ 20,000.00 to be collected in unpaid dues. A single household in Karp Ct. owes $ 6,500.00 in dues; $ 13,500.00 in back dues are owed by residents within original Oakleigh Forest. Eddie stated that four households in the community have paid no dues since 2005.
- Eddie said that he reports to the Waterfront and Pool Committees regarding who is current with respect to dues. Only OFCA members in good standing may join the pool or obtain waterfront privileges.
- Jeff Furniss joined the meeting in progress. He apologized for being unable to circulate a hard copy Treasurer's Report. He will e-mail a report to Eddie, Larry, and any interested Board member. He reported $ 47,544.00 cash on hand, with disbursements just beginning, notably bills from DRD Pool Mgt.
- Liz Cingel noted that our water bills have increased by 5%.
Director's Reports
Waterfront: Steve Patrick
- Steve Patrick reported that there is one slip yet to be assigned. His committee plans a work party next weekend, to clear bamboo and rake gravel. The locks will be changed and keys distributed.
- He also noted that the Berrywood South boat ramp, adjacent to O.F. access, is under development as a Living Shoreline Project.
Pool: Dan Higgins
- Dan Higgins reported that the pool will be operating with a budget just under $44,000.00. He reported the average increase in a family membership to be about $21.00.
- The pool committee is developing ideas for social events during the swim season.
The Memorial weekend picnic will be hosted by the Swim Team as a fundraiser.
Work parties are scheduled for 04/25/10, 05/08/10, and 05/16/10.
The pool will open for the season on 05/29/10.
- The biggest policy change from past years will be that no guest passes will be required on Monday through Thursday for those guests accompanied by a pool member. Each member household is limited to 5 guests per day. Passes will be required for guests on Friday through Sunday. At the end of the current pool season, the committee will decide whether to make the policy change permanent.
- Dan emphasized that the membership roster, as well as the sign-in book, would be kept at the gate, to help resolve any questions on admittance.
- Wally Campbell noted that in previous years, it was considered an unnecessary expense to hire a third guard to be responsible solely for admitting members and guests.
Other items regarding the pool:
- Liz Cingel reported that this year the grounds service cleared the leaves from inside the pool area.
- Eddie Hubbard inquired re: the status of the salvaged school lockers presently housed in the ladies room at the pool. Dan replied that he would refer the question to the pool committee.
- Dan reported that soda machines will be placed at the pool. O.F. will get a percentage of the sales. To maximize profits at swim meets, it was suggested that the machines be flagged with "out of order" signs.
Street and Lights: Mary Gaylord
- Mary Gaylord reported that despite several calls to the county, the street light near the Furniss and Smith homes remains intermittently functional. She questions whether the fire damaged something, and will contact the county again.
Oakleaf Distribution: Wally Campbell
- Wally Campbell reported that he prepares 136 copies of the newsletter. The cost of making copies at Office Depot is about $70.00. It was generally agreed that we need to encourage more households to get the Oakleaf on line. Only 22 homes are presently e-mail subscribers.
Newcomer Greeter: Linda Haller
- Linda Haller had no news to report. There are at least six homes for sale, with one having recently gone to settlement.
Garden Club: Sheryl Bond
- Sheryl Bond inquired as to how many neighbors have paid Garden Club dues. Eddie replied that he can determine that from his spreadsheet on OFCA dues. It was also noted that several neighbors made donations to the Garden Club. Their names will be provided so that thank you notes can be sent.
- After some discussion, it was agreed that since Garden Club usually averages $1,600.00 in dues and gifts, a check for $1,000.00 would be issued at tonight's meeting as "seed" money. Jeff and Eddie will track the exact amount due the Garden Club and make subsequent disbursements as called for.
Grounds: Liz Cingel
- Liz Cingel reported plans to plant junipers at the Arundel Beach Rd. entrance once the grounds service has completed its clean up. Liz appealed for some "muscle" to help clear out the remaining roots along the pool driveway where additional junipers are to be planted.
- The sprinklers are generally turned on mid-May; any damage from winter won't be known until then.
- Liz has not heard back from the county regarding repair of curb damage. Eddie said he would follow up on that problem.
Social: Kelly Cornacchia
- Eddie reported from Kelly Cornacchia's e-mail.
- The Easter Egg Hunt went $43.00 over budget. She suggested a $1.00 per child charge for next year. The End of School and Back to School parties each had their budgets reduced from $100.00 to $75.00. The End of School Party needs a chairperson. If none is forthcoming by the deadline for the May Oakleaf, the event will be cancelled.
- Kelly will continue appeals for Pig Roast committee members in subsequent Oakleafs.
Police and Security Affairs:
- The Smith house was broken into by three juveniles. Susan Furniss heard the noise and called 911. Police apprehended youth aged 18, 15 and 13 in the vicinity of Kleis Rd.
The next Board Meeting will be 05/10/10 at 7:00PM at the pool pavilion.
