The Oakleigh Forest Civic Association, Inc.
Minutes of the OFCA Board Meeting, 8 June 2009
Oakleigh Forest Pool
7:00PM - 8:45PM
Present: Eddie Hubbard, Larry Reagan, Frank and Liz Cingel, Kathy Kryzstan, Bunny Wilson, Sheryl Bond, Mike Williams, Erik Anderson, Steve Patrick, Kelly Cornacchia, and Linda Haller
Secretary's Report: Bunny Wilson
- Minutes of the 12 May meeting were approved.
Treasurer's Report: Kathy Krzystan
- Treasurer's report was approved.
- The OFCA balance as of 8 June is $32,262.81. Bills still have not been received from the pool (DRD) and the grounds' companies. Another $6,000 BB&T loan payment is due in early July.
- To date, 138 of the community's 158 families have paid their 2009 dues.
- Moran wants us to review our waterfront and pool property insurance. Larry has taken this for action by 20 June.
Pool Capital Projects: Eddie Hubbard
- Final fire, plumbing and building inspections will be done this week and if everything is A-OK, the bathhouse project should be completed by week's end. We may need to buy some new fire extinguishers.
- Eddie sang the praises of Irwin's construction and finishing work.
- Pool and basketball signs are still needed. The swim team piranha sign will be up only during swim meets.
- Pool work party will be held Tuesday night. This will include the planting of the new grasses.
- The basketball equipment was found to be scratched. The company is fixing it - Eddie will work with them to get a price concession.
- A lengthy discussion was held on who has the responsibility for closing (and opening) the gate at the bottom of the driveway. Generally, the guards will be instructed to shut the gate as part of the lockdown procedures. If the swim team is having a later event, then the swim team will be responsible for closing the gate. A Division of Effort agreement will be worked out between the pool and the swim team for closing procedures. We still need to define who will open the gates early for the truck to collect the pool dumpster at the top of the hill.
Director's Reports
Police and Security Affairs: Michael Williams
- The police have been advised about and documented the graffiti throughout the neighborhood on cable cones, the playground sign, BGE junction boxes, etc. Eddie suggests that anyone with defiled signs/boxes on their property provide him with their address and he'll make the appropriate calls to get the item repainted.
Street and Lights: Eddie Hubbard reporting
- There've been outage problems with the Whittier Parkway street light at the pool entrance - Reported to BGE.
Pool: Erik Anderson
- Much work's been done at the pool and it's looking great! However, the lights in the pool are still a problem. Only 2/6 are working. Guards will rope off the dark areas in the evening.
- To date, 80 residents and 20 nonresidents have joined the pool. This is about average. Quite a few folks have taken advantage of the single-adult swimmer membership.
- A pool membership list will be kept at the sign-in desk. Also, at the desk is a box with the six free guest passes for each member family.
- In response to a question by Michael Williams on expiration dates for pool passes, Erik replied that pool passes are only good for 1 year. There is no roll-over provision.
- There's a meeting this week with the lifeguards. There seem to be lots of temporary stand ins.
- The old PA system is still being tested.
- Please notify Sheryl Bond of any late night private pool parties as a noise-awareness courtesy. FYI, AAC rules stipulate an 11PM cut- off time for music.
Waterfront: Steve Patrick
- The soon-to-be initiated mosquito spraying project on Thursday nights in Oakleigh Forest does NOT include the waterfront. It does, however, include Karp Court.
- The waterfront electrical circuits all have to be rewired - they're not working. Steve is researching cost of a electrical meter as opposed to running off Greg Anderson's property.
- Steve has arranged for one of the members, who only uses the waterfront and pier to fish off of, to mow the lawn and empty trash in exchange for his discounted rate.
- There was a lengthy discussion of the merits of putting in an ice machine at the pool, for the benefit of boaters and pool goers alike. Steve will check out the purchase as well as utility costs, and he'll also look into an ice subscription service like they have at many small marinas. In addition, informal soundings will be taken of the community to ascertain how many people would utilize this convenience.
Social: Kelly Cornacchia
- There will be an End of School party at the pool this Saturday, the 13th, complete with pizza and a Deejay.
- Like last year, there will be no OFCA formal pool parties this summer. The 4th of July festivities will be informal. The next formal OFCA pool function will be the Labor Day Breakfast in September, followed by the Pig Roast in October.
Grounds and Garden Club: Liz Cingel and Sheryl Bond
- The shut-off valve on the center-strip's 13-year old sprinkler system did not close all the way last fall which resulted in a broken pipe. The 2 ½-hour welding job by Atlantic Irrigation to fix the pipe cost $361. Despite Liz' complaints to the irrigation company, they would not reduce the bill. Liz will have the shut-off valve replaced before winter.
- Garden Club members will be working at the 9 June pool work party, planting grasses and spreading the mulch donated by Jeff Harding.
- Liz praised the continued support give to the OFCA by Evergreen Gene's. Its owner, Craig Hudson, was a former resident here some years ago and he continues to give the Community a generous discount for our landscaping purchases.
- The dead junipers need to be removed at the bottom of the driveway. Kathy reminded us that we want to have something to plant in their place so that the dirt doesn't wash away. Given budget constraints, it looks like this will be a 2010 project.
New Business:
- Eddie proposed a Community Forum at the pool the last Friday evening of June. He's interested in getting input from all Community members on a variety of topics, to include fees. The Board agreed on the utility of such a meeting, but believed that with the date so close to the 4th of July, many people would be on vacation. Eddie will work to find an alternate date.
- In the next Oakleaf, he'll compose a Common Courtesy and Consideration Column, asking all residents to be mindful of our Community neighbors in their actions. Reminders:
- Parking Lot closes at dusk. No one should be in the lot once the chain has been locked. There will be a Parking Lot Closes at Dusk sign to remind everyone of the rule.
- Park bikes in the bike rack - not in front of the gate entrance to the pool
- Don't allow your children to climb trees at the playground. That's what the jungle gyms are for.
- Please empty the playground trashcan when you see it's full. The trash can be deposited in the parking lot dumpster.
- Pool parties stop at midnight; music's off at 11PM.
- Eddie will be talking to the Playground Director to see about getting help in marketing these do's and don'ts.
- The mosquito spraying will begin Thursday, 11 June, sometime after 9PM, and will continue weekly thereafter.
- Eddie proposed, and the Board agreed, to present gift certificates in the amount of $100 to Irwin and his helper. Together they did a wonderful job in beautifying a critical part of our Community. This idea lead to a discussion of identifying "Preferred Business Partners" that the Community has worked with and listing them in The Oakleaf and/or the Neighborhood Directory. In this way Community members can reap of benefits of knowing that these Business Partners have the Oakleigh Forest Seal of Approval.
- There will be no BOD meetings in July or August. The next meeting will be on 14 September, place TBD.
The meeting was adjourned at 8:45 PM
Respectfully submitted, Bunny Wilson, OFCA Secretary
