Minutes of the OFCA Board Meeting, 14 June 2010
Cingel Residence
7:08PM - 8:42PM
Present: Eddie Hubbard, Barb Montgomery, Frank and Liz Cingel, Mary Gaylord, Mike Williams, Lisa Hussey, Steve Patrick, and Wally Campbell
Meeting commenced at 7:08 pm. Eddie welcomed those attending and invited Steve Patrick to report first since he had to leave early for another engagement.
New Business:
- Pool Pavilion Private Rentals
Eddie initiated discussion of the pool rental policy. He noted that to rent the pool for a private party in season requires:
$100.00 fee to DRD for insurance
$22.50 per hour, per guard
$35.00 per hour rental; three hour limit
Eddie asked for ideas regarding rental of the pool pavilion during the off-season, from after Labor Day until the community Halloween Party. It was noted that the pool would be covered, the bathrooms would be open, and the electricity on for off-season rentals.
Discussion followed and a recommendation made that reasonable fees would be a $50.00 flat rate for OFCA members and a $100.00 flat rate for OFCA non-pool members. It was thought that these fees would be used to offset utility expenses. Those renting the pool area would be responsible for clean up and trash removal following their event.
The Board's recommendations would be referred to the Pool Committee for its consideration.
- Lamon's Landing
Eddie reported that Herb Shenkleberger's property at Arundel Beach and Kleis roads is to be developed as an age restricted R5 parcel consisting of 10 homes and open space.
A public hearing is scheduled for June 30, 2010, at the Severna Park Public Library from 6:00-7:30 PM. Frank Cingel will send an e-mail "blast" out regarding this.
- Dues Collection
Eddie reported that we have 142 OFCA member households paid. There are 16 non-member households; of these, 8 have not paid for this year. Three households have not paid any dues since 2005, when dues became mandatory.
Since 2005, a total of $19,267 in unpaid dues exists.
Eddie said that he has been sending quarterly reminders to those who have not paid dues. He asked for ideas on what recourse to pursue in these cases. The discussion that ensued produced the following recommendations:
- Continue to keep accurate records of monies received.
- Send a letter via certified mail once a year to each household in arrears stating the amount owed.
- Do not consider filing any liens at this time; any back dues situation would need to be resolved at the time a given property changes hands.

Eddie reported:
- Mosquito spraying began last Thursday, 06/10/10, and will continue each Thursday throughout the summer.
- The pig pit is in need of repair
- Board members should be thinking of likely candidates to fill officer/director vacancies. This will be discussed at the next OFCA Board meeting.
Secretary's Report: Barb Montgomery
- The minutes for the May 10, 2010 Board Meeting were approved without changes.
Treasurer's Report: Eddie Hubbard
- Available cash balance is $ 77,714.67. There is an outstanding loan balance of $ 93,310.43.
Director's Reports
Waterfront: Steve Patrick
- Steve reported that all slips are paid and occupied. Robinson Landing dues are paid as well.
Pool: Lisa Hussey
- There are about 100 resident household pool members
- There are about 20 sponsored non-resident pool members
- The estimated $46,500.00 in membership income will cover this year's operating costs.
- There has been a favorable and cooperative response to the new guest pass policy
- Eddie summarized the earlier discussion regarding off-season pool pavilion rental policy for Lisa's benefit. The pool committee will consider the policy.
- He introduced the issue of whether the pool could be rented in season by an OFCA member who is not a pool member. The Board responded that present policy only allows pool members to rent it. After a brief discussion, the Board decided not to broach the topic of non-pool member rentals at this time.
Street and Lights: Mary Gaylord
- Mary stated that she told the County to keep the dumpsters off the curb when they are delivered. Dumpsters will arrive on 06/25/10 and be removed on 06/26/10. Frank will highlight "Dumpster Day" on the website. Mary will find out if the light at the rear of the pool parking lot is OFCA's responsibility to repair/replace.
Community Services: Wally Campbell
- Wally reported that 122 paper copies were distributed in May.
Newcomer Greeter: Linda Haller
- Linda Haller sent her report on two visits she made to new neighbors--Greg and Angela Sakryd at 111 Stauffer Rd. and Eric and Nancy Feldman at 105 Stauffer Rd.
Grounds and Garden Club: Liz Cingel
- There was a good turnout of volunteers to plant and mulch.
- $997.92 was spent on plants, mulch, and soil.
- The Garden Club received $1905.00 in dues and gifts so far this year.
- 119 households paid GC dues.
- Liz has begun work on the Christmas wreaths for the community.
- Four sprinkler heads needed to be replaced due to winter storm damage.
Social Lisa Hussey
- Lisa reported that the End of School Year Party would be held Saturday, 06/19/10 at the pool.
Police and Security Affairs: Michael Williams
- Michael reported that the juveniles responsible for a car break-in in front of 117 Sherburn Rd. were apprehended. There is no news of a court date for the Smith property break-in case.
The next Board Meeting will be 09/13/10 at 7:00PM at the pool
The General Membership meeting is scheduled for Wednesday, September 29, 2010, from 7:00-8:45 PM at the Severna Park Public Library.
