Minutes of the OFCA Board Meeting, December 14, 2009

Present: Ed Hubbard, Bunny Wilson, Kathy Kryzstan, Frank & Liz Cingel, Erik Anderson, Wally Campbell, Sheryl Bond, Linda Haller, Mary Gaylord, Steve Patrick, Larry Reagan and Mike Williams
New Business:
- In keeping with the President's decision to make the OFCA BOD meetings more effective and efficient, Eddie asked for a voice vote to approve the November General Meeting minutes and opened the meeting with New Business.
- OFCA BOD meetings will continue in 2010 to be on the 2nd Monday of the month. The next meeting will be 11 January at Sheryl's house at 7PM.
- Sheryl Bond suggested that an alphabetical rota be compiled to host the 2010 meetings since the Atlanta Bread Company locale was found to be too noisy.
- Community Break-ins: Oakleigh Forest break-ins were listed in a recent AA County Police report. Thanks to Wally for the heads up. The AACP have also been phoning area residents to notify them of malicious neighborhood activities - car break-ins, pool driveway chain-link gate stolen, mailbox destroyed, some outside Christmas decorations stolen, etc. Mike Williams asked everyone to be attentive to anomalies and to lock your car and house and get license plates of suspect cars. Mike also provided stats comparing neighborhood community break-ins over the past 4 years, noting that access-wise, OF is a more open community: Oakleigh Forest - 10; Fair Oaks - 4.
- Obstructive Parking: At Liz' request, Eddie will contact Mary Hughes on Whittier Parkway and ask her to ask her guests to please park their cars away from the bend in the road. Parking is legal there, but it's visually obstructive.
- New Treasurer: Jeff Furniss has accepted the Treasurer's position for 2010. He's an established community member and is a financial consultant by trade. The Board approved the selection unanimously. Eddie is still waiting to hear whether Ken Weeks will accept the Assistant Treasurer position. The plan is to have Jeff handle the Disbursement Accounts and Ken to do the Receivable Accounts. The OFCA 2010 Theme will be "Fiscal Restraint."
- New Secretary: No one has yet accepted the position. Eddie is still searching and asked everyone to help.
Waterfront: Steve Patrick
- All's Quiet on the Waterfront. Steve is waiting for spring to pursue the Electrification Project. All but 1 boat is out of the water. Three slips are still unassigned for 2010 but they should be filled by the start of the season on 1 May.
Garden Club: Sheryl Bond
- After the outlay for Christmas decorations, the Garden Club has an $800 balance, much of which will go for spring planting. The Garden Club is also responsible for the luminaries which will be distributed soon. This is always such as festive part of the holiday season, especially when everyone participates.
Treasurer's Report: Kathy Krzystan
- The current balance is $14K which should carry us over till the 2010 dues come in.
- Kathy raised the issue of Liability insurance for Officers and Directors. Currently, no one has protection against employee dishonesty. Do we want it? Eddie argued that an effective checks and balance co-signing system is in place and the Board agreed. The check-signing card will be updated in January to reflect Jeff Furniss & Eddie Hubbard.
- Bank statements are reconciled monthly. Need to be sure that bank statements are picked up monthly.
- With the sending out of the 2010 dues, the Treasurer will again remind delinquent homeowners of the need to pay their Civic Association dues that were made mandatory in 2005. The letters will be sent certified and will include a running account of the back dues owed.
- This led to a discussion about how just how legally binding the Community By-laws are (a Columbia community association recently lost a case against a homeowner who refused to pay unofficial property tax fees - the judge declared the matter outside the statute of limitations.) Erik Anderson volunteered to query the views of a legal expert friend.
- Kathy will train the new treasurers and Eddie on the job's responsibilities and procedures.
Pool: Erik Anderson
- The Pool has a $2200 balance to carryover to 2010.
- The new Pool Director, Greg Meyers, will take over before spring.
- DRD Pools winterized the bathhouse.
- Metal gym lockers were stored in the bathhouse for the Swim team's use. Eddie questioned whether the metal based lockers will be used and are prone to rust in a bathhouse environment.
Street and Lights: Mary Gaylord
- No outstanding actions.
- At Eddie's suggestion, a discussion ensued on whether or not the Streets & Lights position should be combined with perhaps the Police Relations position, given that the Streets & Lights responsibilities are basically web-based. Many of the members recognized how people liked turning their street-light outage requests over to an expert; others voiced the value of having more voices in our discussions. Finally, it was resolved to reintroduce the idea prior to the October elections.
Grounds: Liz Cingel
- Liz was finally able to resolve the Atlantic Irrigation charge for the installation of a sprinkler system valve, with a savings of $337.50! The owner was most appreciative of our business and of the many new customers Liz had sent his way. Nice job!
- Vista Lawn Service has signed a contract for 2010.
The meeting was adjourned at 8:30 PM
The 11 January meeting will be held at the home of Sheryl Bond.
