Oakleigh Forest Residents Waterfront Boat Slip Rules
-
ELIGIBILITY: To qualify for a boat slip, to use the waterfront ramp, to use the
pier, or to be placed on the boat slip waiting list, a resident must be a member in good
standing of the Oakleigh Forest Civic Association ( OFCA ), Boat slip and Ramp
users must own a Right of Use Certificate.
-
OWNERSHIP REQUIREMENTS: Slips shall be offered and assigned to
residents for boats owned and registered to residents. Boats partially owned by non-
residents will not be eligible for slips. This provision will apply to slips offered after
April 1, 1996.
-
BOAT SLIP SEASON: The boat slip season is from May 1st to Sept 30th.
Utilization of the slip at other times is at the users own risk. The OFCA does install
an ice eater during the winter season to protect the pier. Operation of this requires all
craft to be out of the water.
-
FEES: A resident who has been offered the use of a boat slip must pay the OFCA
the annual boat slip fee on or before May 15th of each year. After June 1st the slip will
be made available to the next person on the waiting list. If a resident is notified that
he may assume the use of a boat slip after May 1st, the resident must pay to the
OFCA, within fourteen days, a prorated fee for the remainder of that season.
-
USE REQUIREMENTS: A resident must utilize their slip, by having their
boat in the water, a minimum of 90 calendar days during the boat slip season in order
to retain rights to the slip. Special circumstances for a one-year period can be
petitioned to the waterfront director for consideration.
-
BOAT REQUIREMENTS: A resident's boat must be operational, registered by the
DNR appropriately, and must weigh at least 800 pounds to qualify for a slip.
-
WAITING LIST: The Waterfront Director will maintain a chronological
waiting list for slips. Residents who wish to be added to the slip waiting list should
make a written request to the Waterfront Director.
-
SUBLEASING: Subleasing a slip by the resident to which the slip is assigned is
prohibited.
-
WATERFRONT DIRECTOR TEMPORARY SLIP REASSIGNMENT: Any
resident on the waiting list that is notified of slip availability may petition to the
Waterfront Director for a first year grace period. If the Waterfront Director approves
the petition, the petitioner must pay the annual boat slip fee for that first year. The
Waterfront Director may then assign that slip to the next person on the waiting list for
that season. The temporary user must also pay the applicable annual fees. Any slip
holder who has occupied a slip for a minimum of one entire season, and who will be
unable to utilize the slip for a single season, may petition the Waterfront Director to
hold the slip for that resident for the season. If the Waterfront Director approves the
petition, the petitioner must pay the annual boat slip fee for that season. The
Waterfront Director may then assign that slip to the next person on the waiting list for
that season. The temporary user must also pay the applicable annual fees.
-
WATERFRONT PARKING: Car and trailer parking must be kept to
designated areas only. The drive and turnaround must be kept clear for access to and from
the boat ramp by a vehicle pulling a trailer. Access to and from the canoe racks must also
be maintained. Oakleigh Forest residents and guests may not park in the top most portion
of the waterfront area that is maintained by Robinson Landing Ridge. Boat trailers may
be temporarily parked in the woods while boats are either in use or tied up at the
Oakleigh Forest Pier or slips. Effort must be made to arrange parked trailers in a fashion
to maximize parking. No boats on trailers are permitted to be stored at the waterfront or
in the woods for more than a 48 hour period. Notification of parking anything at the
waterfront for more than 48 hours must be made to the waterfront director. Failure to do
so can result in the boat, trailer or vehicle being towed at owner's expense.
